Suggest a program for "circling," "underlining," and "boxing" on a recorded screen?

Digital learning becomes so much more interesting, in my opinion, when an instructor begins to box-off, underline, and circle text and visuals on the screen with a virtual chalk or marker.

I’m going to record my screen with a voice-over soon. What software, though, enables me to transfer the marker/chalk experience to a digital setting? (I use Windows, by the way).
