I used to use Captivate, but now I only use Storyline. I would say Storyline will work better for you if your objective is to create highly customized templates or courses.

For the convenience of our external users, we have developed a highly customized template that integrates directly into the SkillJar LMS and tracks progress in multiple ways using variables and triggers. I doubt that I could produce anything that even remotely resembles what we’ve accomplished with Captivate.
