Hey, I’m also new to this elearning platforms and one of my friends recommended Teachr https://getteachr.com/. Teachr makes it easy to learn on a fast, clean and modern user interface which is responsive across all devices. It is secure, reliable and instantly scales to your requirements.
One of the best ready-made digital learning platform solutions, offers a plethora of cool features that’d reform the way you perceive elearning. I used often Teachr LMS for project about the training of my employees, and I have always been satisfied in terms of productivity and scalability.

Maybe https://www.branchtrack.com/. Doesn’t need a separate LMS and tool, it’s all online and you can use video, it just has to be in pieces.

This can be achieved with PlayPosit—it allows branching, embedded questions and interactions, hotspots, and you can merge multiple video clips onto one scrub bar.
It also supports LTI for LMS integration.
