What is the best free (or low cost) eLearning creating and publishing software?

Since I am new to business, I must keep expenses down. Any suggestions?

I have been using a lot of face-to-face PowerPoint material for years. I now have to turn it into eLearning modules, some of which will be interactive and others which will be video demonstrations.

This will be a component of an LMS and posted on the (unknown type) intranet of my organization. We do not have the money for pricey e-learning tools, therefore I am doing this alone.

I am trying to find low-cost or free software recommendations for making interactive e-learning programs. I do not have to use the exact slides that were uploaded; I am willing to start from scratch, but I will need direction.
