Is it possible to make SCORM without Lectora or other software?

I am now the design lead of a team developing an online course for a SABA LMS, and I am new to e-learning and SCORM.

Very irritated with Storyline, Captivate, Lectora, and so on. It’s too similar to PowerPoint and doesn’t support contemporary web design tools like CSS, JS, etc.

So, without utilizing any of these “rectangle” based authoring tools, I would love to know if there’s a method to build a SCORM file from a CSS file, a template system (like Handlebars), and an XML file - preferably with a current static site generator (like Jekyll or Hugo), or a CMS like MODx.

Without a doubt! I made unique e-learning like this for years with Flash. Philip is a great person, and Pipwerks is a great bundler. His help will be great if you need it. You can (or used to be able to) test it on SCORM cloud with a free account. It worked great for both SCORM 1.2 and SCORM 2004.

These companies, like Lectora and Captivate, make it easy for any instructional creator to make e-learning without the need for a coder.

Please feel free to look at most of my old Flash/WBT engine code on Github. It should make sense to you if you know how to use JavaScript. To ask any questions, feel free to get in touch. Your answer may have a lot of state that you need to keep track of, such as page views, contact results, and so on.

I only know that the LMS we’re using is “SABA.” I’ll need to research LTI or ask the admins for help.

I’m mainly a designer, not a developer, though I have some knowledge of JavaScript, PHP, etc., so using Pipwerks seems too advanced for me.

I was hoping there might be a more modern way to design the course from a design perspective, using CSS for page layout, making it responsive, and incorporating CSS hover states and animations. Ideally, we’d also be able to separate the content from the template.
