I need to create a SCORM module and I am feeling a bit lost. Can anyone help?

Making a SCORM 1.2 module to send to a client for importation into their LMS is the assignment assigned to me. The module must include a textual guide, an exam, and an MP4 video with closed captions.

I have never worked in the subject of e-learning before, but despite spending hours searching on Google, I have found nothing. This is probably because I am not sure what questions to ask. Is there a low-cost or, ideally, free and open-source solution that will enable me to accomplish this, given that it’s probably going to be a one-time task that I will not have to perform again?

I need to find an existing SCORM package that includes a video file. Then, I want to replace the video file with a different one and update all references to the video’s name. Here it is!

At its most basic level, Scorm 1.2 consists of a collection of static files that can be edited in a text editor. You can use HTML to display your video by creating a simple website. Additionally, there is a manifest that lists all the files used and provides some additional information.
